**BERLIN, GERMANY** – Kenya and Germany have signed a landmark Comprehensive Migration and Mobility Partnership Agreement aimed at addressing Germany’s aging workforce and curbing illegal migration from Kenya. The agreement, signed by President William Ruto and German Chancellor Olaf Scholz, will allow qualified Kenyan professionals and skilled workers to fill critical roles in Germany’s information technology and engineering sectors.

President Ruto pledged to clean up labour export agencies to ensure only qualified individuals travel to Germany, safeguarding against human trafficking and brain drain. He also emphasized the importance of addressing illegal migration, stating that the agreement “gives us an opportunity to avoid illegal immigrants” who pose challenges to both Kenya and Germany.

The agreement includes provisions for the return of illegal Kenyans residing in Germany. Kenya is also aiming to benefit from diaspora remittances from those who work legally in Germany.

Concerns have been raised about the potential for rogue agencies to exploit the deal. President Ruto has assured that strict licensing requirements will be enforced and that the process will be corruption-free.

During a roundtable discussion, Kenyan workers in Germany expressed challenges such as language barriers and differing educational standards. German Chancellor Scholz clarified that the agreement will only allow qualified workers, but “without a right to remain”. He emphasized the importance of enforcing repatriation for those who overstay their visas while welcoming qualified workers.

Former Prime Minister Raila Odinga urged both countries to harmonize educational standards, making it easier for Kenyan graduates to adapt to the German system.

The agreement is expected to provide opportunities for at least 250 Kenyan professionals and skilled workers in various fields. It aims to create a framework for cooperation and information exchange on labor mobility, apprenticeship, student training, and the well-being of workers.

In addition to the labor mobility agreement, President Ruto discussed establishing a manufacturing factory in Kenya with Volkswagen Group Africa officials.

The deal represents a significant step in bilateral cooperation between Kenya and Germany, aiming to address key issues of workforce needs, skilled migration, and combating illegal migration.
