**ISLAMABAD** – Pakistan’s ruling party has introduced a bill seeking to tightly regulate the use of Artificial Intelligence (AI) in the country, proposing hefty fines for violations and establishing a National Artificial Intelligence Commission.
The “Regulation of Artificial Intelligence Act 2024,” introduced by Senator Afnan Ullah Khan, aims to mitigate risks associated with AI by controlling data dissemination, promoting transparency in AI usage, and strengthening cybersecurity.
The bill proposes fines ranging from Rs1.5 billion to Rs2.5 billion for violations, but fails to specify which violations would trigger such penalties.
Critics have raised concerns about the legislation’s lack of focus on specific AI issues like deepfakes and its potential to stifle innovation.
Nighat Dad, founder of the Digital Rights Foundation, calls the bill “odd and abstract,” highlighting the absence of a data protection or privacy law in Pakistan.
Asad Baig, director of Media Matters for Democracy, argues that the bill overlooks critical discussions on AI-generated content and its potential manipulation. He suggests focusing on AI-friendly policies and funding for research and development instead of a restrictive law.
Mubariz Siddiqui, founder of Carbon Law, agrees, stating that regulating AI requires a nuanced approach to balance potential misuse with encouraging innovation.
The bill’s passage remains uncertain, and further debate is expected as Pakistan navigates the complex landscape of AI regulation.
