**Moscow, Russia** – Russia’s digital development ministry has proposed allocating nearly 60 billion roubles ($660 million) over the next five years to enhance the country’s web traffic censorship system, according to a government document seen by Reuters.
The system, known as TSPU, consists of homegrown traffic management tools developed and controlled by the state communications regulator Roskomnadzor. The proposed upgrade aims to purchase new equipment and software, expand its capabilities, and improve its efficiency in blocking VPNs, which are widely used by Russians to circumvent government censorship.
The move highlights Moscow’s commitment to tightening internet control, particularly in the wake of Russia’s invasion of Ukraine in 2022. The government has been cracking down on free speech and access to independent media, adding to a list of blocked websites and foreign social media platforms.
While existing censorship efforts have proven effective in blocking VPNs, the increased funding will likely bolster TSPU’s ability to do so, making it even more challenging for Russians to access blocked content.
The TSPU proposal, part of a broader government project on digital transformation, aims to improve the system’s bandwidth speeds and increase the efficiency of restricting access to VPNs by up to 96%.
Despite the enhanced capabilities, experts believe that the game of cat and mouse between censorship and circumvention will continue. Programmers developing VPNs remain motivated to provide access to a free internet, and the funding allocated for TSPU, while significant, may not deter them.
