The Football Review Committee (FRC), chaired by former Dublin manager Jim Gavin, is proposing significant changes to the rules of Gaelic football, with the aim of improving the game for both players and spectators. The proposed changes are the result of extensive research and deliberation, including meetings with former players and managers, online surveys, and trial matches.

One of the most dramatic proposed changes is the introduction of an “overtime showdown”, which would replace penalty shoot-outs and potentially even extra time. This new system would see the first score in extra time grant the losing team a restart to try and equalize. If they fail, the match is over. If they succeed, the next score wins.

Other proposed changes include:

* **A redefined tackle:** A head-to-head challenge will now result in a direct red card, making head high tackles more dangerous.
* **Two-point score:** A kick over the bar from outside a 40-meter arc will be worth two points, while goals will be worth four points.
* **Three-player rule:** Both teams will be required to keep three outfield players within the 65-meter line at all times.
* **Advantage rule:** The advantage rule will be applied more strictly, as in rugby, with the referee playing on until no advantage has accrued before returning to the original free.
* **Countdown clock:** A countdown clock will be administered by a fifth official on the signal of a referee.
* **Line umpires:** Linesmen will be empowered to bring foul play to a referee’s attention immediately, rather than at the next break in play.
* **Black card:** A fifth black card infraction is being considered, targeting the tactical foul of holding someone back from play.

These changes are still under consideration, with final sandbox matches scheduled for October 18th and 19th in Croke Park. If approved by Congress on November 30th, these new rules will be implemented at all levels of the game starting next year.
