Wed Sep 11 09:30:00 UTC 2024: ## Alpine and Honda Found in Procedural Breach of F1’s Budget Cap Regulations

**London, UK** – The FIA has confirmed that both Alpine and Honda committed procedural breaches of the 2023 Formula 1 financial regulations, though neither exceeded the cost cap. This announcement comes after a comprehensive review of the reporting documentation submitted by all F1 teams and Power Unit (PU) manufacturers.

The review, spanning five months, concluded that while all 10 F1 teams complied with the regulations, Alpine Racing SAS and Honda Racing Corporation (HRC) were found to have breached procedural aspects of the regulations. The FIA emphasizes that neither Alpine nor Honda exceeded the cost cap limit, and both companies have cooperated fully with the investigation.

Due to the complexity of the new financial regulations for PU manufacturers and the challenges associated with their first year of implementation, the FIA intends to propose a settlement with both companies through an Accepted Breach Agreement (ABA). The details of these agreements will be published once finalized.

The FIA introduced the financial regulations for teams in 2021, aimed at controlling spending and encouraging competitive balance. The regulations for PU manufacturers were introduced this year, targeting the cost of developing and supplying the new generation of power units set to debut in 2026.

The FIA has various options for addressing breaches of the financial regulations, including settlements through ABAs or referral to the Cost Cap Adjudication Panel. The severity of any penalties depends on the nature of the breach, with minor overspends potentially leading to financial penalties and minor sporting penalties, while significant overspends could result in points deductions, financial penalties, and substantial sporting penalties.
