**ATHENS -** Despite the Environment Ministry’s May announcement of new limits on building bonuses, confusion remains over the implementation of these regulations. While the Ministry considers the matter closed, many municipalities continue to issue permits based on the old, more generous rules.

This has led to a wave of legal challenges from citizens and associations who argue that the old permits are invalid. In some municipalities, mayors have intervened to prevent the issuance of these permits, but even these measures are being contested in court.

The Council of State, Greece’s highest administrative court, will hold a plenary session on October 11th to rule on the legality of building bonuses. The session follows a referral by the 5th Section of the Council of State, which had already deemed the bonuses unconstitutional.

However, the Environment Ministry has chosen not to issue a general suspension of construction projects using the contested permits until the final court judgment is issued. This decision further fuels the uncertainty surrounding building regulations and leaves developers and citizens in a state of limbo.
