**Portland, OR** – The Portland Police Bureau (PPB) has released body camera footage of an officer-involved shooting that occurred on August 24th in the Portsmouth neighborhood. The incident, which involved the shooting of 52-year-old Robert Seeger, was the fourth officer-involved shooting for PPB this year.

The footage shows the events leading up to the shooting, which began with a call about an armed man acting erratically. Police say Seeger was yelling at officers and chased them before ducking behind vehicles at an apartment complex. After an hour of “erratic behavior,” PPB deployed the Special Emergency Reaction Team (SERT) and a K-9 unit.

The footage shows Seeger armed with a handgun and at one point picking up a hammer. Despite commands from officers, Seeger allegedly continued to disobey, prompting an officer, identified as Nicholas Morales, to fire a less lethal round. Subsequently, Morales fired a regular gun, injuring Seeger.

Seeger was taken to the hospital and released four days later. He is facing charges including unlawful use of a weapon, felon in possession of a firearm, burglary, and menacing.

Morales, who has been with PPB for five years, remains on paid administrative leave while the incident is reviewed internally. The shooting will also be investigated by the Police Review Board, which includes PPB staff, non-police board members, and representatives from the city’s Independent Police Review division.

The release of the body camera footage marks the first time PPB has released footage of an officer-involved shooting since the recent implementation of police-worn body cameras.

Morales was previously named in a lawsuit filed in 2021 by a man injured during a burglary. The lawsuit, which was later dismissed, claimed Morales had assured the homeowner that his home was secure after responding to a burglary call, but the homeowner was later assaulted by the burglar when he returned home.
