New Delhi, January 3, 2026 – The Delhi Police have registered a First Information Report (FIR) against unknown individuals for allegedly spreading false information claiming government school teachers were tasked with counting stray dogs. The case was filed under Sections 353 and 192 of the Bharatiya Nyaya Sanhita, relating to circulating false information with intent to cause public mischief and giving provocation with intent to cause riot.

The move follows a complaint by the Directorate of Education (DoE), which alleges “deliberate attempts” to disseminate false and fabricated news to create confusion among teachers and staff. The DoE maintains that teachers are solely involved in academic duties and have not been asked to count stray dogs.

The controversy began earlier in the week when Aam Aadmi Party (AAP) chief Arvind Kejriwal accused the government of tasking teachers with counting dogs, calling it an insult and a detriment to education. AAP leaders have challenged the DoE’s claims, citing official circulars that allegedly assign teachers duties related to stray dogs. AAP MLA Sanjeev Jha pointed to specific circulars from November and December regarding nodal officers and teacher assignments related to stray dog duties.

Delhi Education Minister Ashish Sood dismissed the allegations as “fake news and misinformation” spread by AAP, particularly by Mr. Kejriwal. Sood clarified that teachers are assigned various duties by the head of school, including those related to cleanliness and exam supervision. He emphasized that Supreme Court-mandated awareness duties on dog bites and safety, if assigned, should not be misinterpreted as counting dogs.
