Miami – December 21, 2025 – Despite diplomatic efforts to end the ongoing conflict, the prospect of direct peace talks between Ukraine and Russia remains uncertain. Diplomats are currently gathered in Miami, mediated by US special envoy Steve Witkoff and Jared Kushner, but the Kremlin has denied that formal three-way discussions involving the United States are on the horizon.
Ukrainian President Volodymyr Zelenskyy had previously suggested the US proposed a trilateral format, but expressed reservations about its potential for success. Russian President Vladimir Putin’s foreign policy advisor, Yuri Ushakov, echoed this sentiment, stating that such an initiative is not currently under serious consideration.
Zelenskyy highlighted “constructive” talks between US, European, and Ukrainian negotiators, but emphasized that progress hinges on Russia’s genuine desire to end the war. He cited continued Russian attacks along the frontline and against Ukrainian infrastructure as evidence of a lack of commitment.
Adding to the complexity, a revised US peace plan, reportedly favoring some Russian demands, is circulating, though details remain scarce. Kyiv is likely expected to surrender some territory in exchange for US security guarantees, a move that is expected to be met with resentment by many Ukrainians.
While Russia has acknowledged the involvement of Ukrainian and European teams in Miami, they still state that European involvement hinders the negotiation process. Despite the deadlock on direct talks, Kremlin spokesman Dmitry Peskov indicated Putin’s willingness to speak with French President Emmanuel Macron about the conflict. Macron’s office welcomed this but emphasized that any discussions with Moscow would be transparent and in coordination with Zelenskyy and European allies.
Meanwhile, Zelenskyy reported a surge in Russian aerial attacks across Ukraine, particularly targeting the Odesa region.
