Summary:

A recent incident in Palakkad, Kerala, where a migrant worker from Chhattisgarh was killed by a mob, highlights a disturbing trend of xenophobia and mob violence against migrant workers in the state. The Centre for Migration and Inclusive Development (CMID) reports several similar cases of mob lynching targeting migrant workers from various Indian states in Kerala over the past few years, often based on accusations of theft. CMID notes that these are just the deadly cases, with many more incidents of assault and harassment going unreported. The director of CMID warns that the anxiety that migrants would become dominant in their destination countries is being stoked by right wing politics globally.

Xenophobia Concerns Rise as Migrant Worker Killed in Kerala Mob Attack

Kochi, India – December 23, 2025 – The death of Ram Narayan Baghel, a 31-year-old migrant worker from Chhattisgarh, following a mob attack in Palakkad, Kerala, has raised serious concerns about rising xenophobia and violence against migrant workers in the state.

The Centre for Migration and Inclusive Development (CMID), a Kochi-based NGO focused on migrant welfare, has documented a troubling pattern of mob attacks targeting migrant workers in recent years. According to CMID data, at least one mob lynching has been reported in Kerala annually since 2023. Previous incidents include the deaths of Ashok Das (Arunachal Pradesh) in 2023 and Rajesh Manjhi (Bihar) in 2024.

While these cases resulted in fatalities, CMID reports that many other incidents of assault and harassment go unreported. One such case was a migrant worker from Assam was allegedly assaulted by both a mob and the police after his employer framed him in a theft case. In another case, one of our outreach staff, also a migrant, in Perumbavur was assaulted for capturing the video of people assaulting another migrant on charge of theft.

Victims are often accused of theft, and in Baghel’s case, he was wrongly identified as being from Bangladesh, highlighting the prejudice and misinformation fueling the attacks.

“The anxiety that migrants would gradually become dominant in their destination countries is being stoked by right wing politics globally,” said Benoy Peter, executive director of CMID. He called for increased awareness and intervention to address the root causes of this alarming trend and protect the rights and safety of migrant workers in Kerala.
