Thu Dec 18 10:40:00 UTC 2025: ## Nautilus International Applauds UK’s Clarification on Anti-Harassment Training for Seafarers
London, UK – December 17, 2025 – Leading maritime union Nautilus International has welcomed clarification from the UK’s Maritime and Coastguard Agency (MCA) regarding the implementation of new international requirements aimed at preventing violence and harassment at sea. The move follows the adoption of IMO Resolution MSC.560(108), which strengthens training standards by mandating content on preventing and responding to bullying, sexual harassment, and sexual assault within the Personal Safety and Social Responsibilities (PSSR) element of STCW training.
The resolution, which amends STCW Code Table A-VI/1-4, comes into effect on January 1st, 2026, requiring all new PSSR courses to incorporate learning outcomes focused on fostering safer and more respectful working environments onboard vessels.
Uncertainty had arisen within the industry regarding whether existing seafarers who had already completed PSSR training would be required to undertake further training to comply with the new regulations.
The MCA has now confirmed that seafarers who completed PSSR training prior to January 1st, 2026, will not be obligated to retake the course. Existing PSSR certificates issued by MCA-approved providers will remain valid indefinitely, and UK-issued Certificates of Competency and Certificates of Proficiency will continue to serve as proof of PSSR training.
While retraining is not mandatory, the MCA is strongly encouraging shipping companies to provide additional training and guidance aligned with the new IMO requirements to ensure a safe and respectful working environment for all seafarers.
The Merchant Navy Training Board (MNTB) PSSR course criteria are currently under review and will be updated following industry consultation. Further guidance is anticipated after the IMO Human Element, Training and Watchkeeping Sub-Committee meeting in February.
