CHENNAI, INDIA – In a significant move to combat rising cyber crime, the Tamil Nadu State Cyber Crime Investigation Centre (SCCIC) announced the detention of five major cyber offenders under the Tamil Nadu Prevention of Dangerous Activities Act, 1982, commonly known as the Goondas Act. The arrests, announced early this morning, highlight the growing concern over organized cyber fraud and cyber slavery operations impacting the state’s citizens.
According to authorities, the individuals detained played key roles in large-scale cyber fraud and cyber slavery offences that threatened public order and financial security. This brings the total number of cyber criminals detained under the Goondas Act in Tamil Nadu to 48 in 2025, a considerable increase from 35 in 2024.
Among those detained are 13 cyber offenders from outside Tamil Nadu. Two are identified as mule account aggregators from Rajasthan, responsible for handling and moving the financial gains from organized cyber crime operations outside of India. The remaining three are key recruiting agents involved in human trafficking for cyber slavery, luring young people with false promises of overseas employment only to force them into committing online fraud under duress in foreign locations.
“The use of the Goondas Act in these cases ensures that such high-risk cyber offenders are preventively detained and incapacitated from continuing their activities, thereby ensuring the maintenance of public order,” stated Additional Director General of Police, Cyber Crime Wing, Sandeep Mittal.
