Sat Dec 13 10:59:39 UTC 2025: ## Bihar CM Kumar Allocates Portfolios for Newly Created Departments

Patna, India – December 13, 2025 – Bihar Chief Minister Nitish Kumar has announced the allocation of portfolios for three newly created departments: Youth, Employment and Skill Development, Higher Education, and Civil Aviation, according to an official notification released December 12th. Kumar will retain control of the Civil Aviation Department himself.

This move follows the Bihar Cabinet’s approval on December 9th to establish these departments and rename three others. The Animal and Fisheries Resource Department is now the Dairy, Fisheries and Animal Resources Department; the Labour Resources Department has been renamed Labour Resources and Migrant Workers Welfare Department; and the Art, Culture and Youth Department is now the Art and Culture Department.

Sanjay Singh ‘Tiger’ will head the Youth, Employment and Skill Development Department, while State Education Minister Sunil Kumar will oversee the Higher Education Department.

The creation of these departments, particularly the Youth, Employment and Skill Development Department, aligns with Kumar’s stated goal of providing one crore jobs (10 million) for young people in Bihar over the next five years (2025-2030). He emphasized the need for enhanced skill development to achieve this ambitious target.

Kumar highlighted the Higher Education Department’s mission to improve the quality of education, promote research and innovation, develop technical and vocational skills, and ensure equal access to quality, employment-oriented education for all youth in the state.

He also explained that the establishment of the Civil Aviation Department aims to accelerate the construction of new airports under the UDAN scheme, thereby enhancing the industrial environment, creating job opportunities, and facilitating the export of goods manufactured in Bihar. “The construction of several new airports is underway in the state,” Kumar posted on X recently. “The creation of the Civil Aviation Department will accelerate this.”
