Halifax, Nova Scotia – November 23, 2025 – A controversial peace plan proposed by the Trump administration to end the Russia-Ukraine war is facing harsh criticism from U.S. senators, who argue it rewards Russian aggression and sets a dangerous precedent for international relations. The 28-point plan, crafted without Ukrainian involvement, reportedly concedes significant territory to Russia, a demand repeatedly rejected by Ukrainian President Volodymyr Zelenskyy.
Speaking at the Halifax International Security Forum in Canada on Saturday, a bipartisan group of senators voiced their concerns. Independent Senator Angus King of Maine likened the plan to Neville Chamberlain’s appeasement of Hitler in 1938, stating, “It rewards aggression. This is pure and simple. There’s no ethical, legal, moral, political justification for Russia claiming eastern Ukraine.”
Republican Senator Thom Tillis of North Carolina criticized even the mild rebuke from former Senate party leader Mitch McConnell, suggesting it didn’t go far enough. “We should not do anything that makes (Putin) feel like he has a win here. Honestly, I think what Mitch said was short of what should be said,” Tillis stated.
Democratic Senator Jeanne Shaheen of New Hampshire called the proposal an “outrage.”
Russian President Vladimir Putin welcomed the plan, suggesting it “could form the basis of a final peace settlement” if the U.S. can persuade Ukraine and its European allies to agree. President Zelenskyy, while stopping short of outright rejection, insisted on fair treatment and pledged to “work calmly” with Washington and other partners.
The Halifax International Security Forum, an annual gathering of military officials, diplomats, and scholars, is taking place amidst strained relations between the U.S. and Canada. Senator Shaheen noted that a larger-than-usual delegation of U.S. senators attended this year partly due to concerns about President Trump’s trade policies and comments regarding Canada’s sovereignty, which are deterring tourism and causing global apprehension.
