Enforcement Directorate Attaches ₹1,452 Crore in RCom Case
NEW DELHI – November 20, 2025 – The Enforcement Directorate (ED) has provisionally attached properties worth ₹1,452 crore in connection to an ongoing investigation into Reliance Communications Limited (RCom), officials announced today.
The attached properties include buildings in the Dhirubhai Ambani Knowledge City (DAKC) and Millenium Business Park in Navi Mumbai, as well as plots of land and buildings in Pune, Chennai, and Bhubaneswar.
This attachment is in addition to the ₹7,545 crore in properties previously attached in related bank fraud cases involving RCom, Reliance Commercial Finance Ltd., and Reliance Home Finance Ltd.
The ED’s investigation stems from a First Information Report (FIR) filed by the Central Bureau of Investigation (CBI) against RCom, businessman Anil Ambani, and others. The agency alleges that RCom and its group companies took out loans from domestic and foreign lenders between 2010 and 2012, leaving an outstanding balance of ₹40,185 crore. Nine banks have reportedly declared these loan accounts as fraudulent.
The ED alleges that loans obtained by one RCom entity were used to repay loans taken by other entities, and that funds were transferred to related parties and invested in mutual funds, violating the terms and conditions of the original loan agreements. Specifically, the agency claims that over ₹13,600 crore was diverted for evergreening of loans, over ₹12,600 crore was diverted to connected parties, and over ₹1,800 crore was invested in FDs/Mutual Funds which were then liquidated and rerouted to group entities.
The ED also alleges misuse of bill discounting to funnel funds to connected parties and send funds abroad. With today’s attachment, the total value of attached assets in these cases now stands at ₹8,997 crore.
The investigation remains ongoing.
