Los Angeles – November 18, 2025 – The Trump administration filed a lawsuit Monday against the state of California challenging new laws requiring federal agents to display clear identification and banning them from wearing masks during official duties. The lawsuit, filed in federal court, argues that the California laws threaten the safety of federal officers and violate the Supremacy Clause of the U.S. Constitution.

California Governor Gavin Newsom signed the legislation in September, making the state the first to restrict facial coverings for most law enforcement officers, including federal immigration agents. The laws mandate clear identification displaying the agency and badge number while on duty, with a deadline of January 1, 2026, for agencies to implement visible identification policies and July 1, 2026, for mask policies. Exceptions are made for undercover agents, protective equipment, and state police.

U.S. Attorney General Pam Bondi stated in a press release that the laws are discriminatory and designed to endanger federal agents, citing instances of harassment, doxing, and threats against officers and their families. The lawsuit claims that Immigration and Customs Enforcement (ICE) officers have been followed and their addresses posted online, leading to personal threats and violence.

Newsom’s office responded with sharp criticism, accusing the administration of prioritizing cop-beaters and rights violations over public safety. A spokesperson called the practice of masked federal agents arresting people across the state “dystopian.”

California Attorney General Rob Bonta’s office stated it is reviewing the complaint, highlighting the concerns that obscuring identities can lead to confusion and allow criminals to impersonate law enforcement. Bonta’s office also cited an FBI memo from October advising law enforcement officers across the country to clearly identify themselves in the field because of the risks involved.
