Vélizy-Villacoublay, France – November 17, 2025 – French President Emmanuel Macron and Ukrainian President Volodymyr Zelenskyy signed an accord today, paving the way for Ukraine to potentially acquire up to 100 Rafale fighter jets and other advanced military hardware from France. The agreement, formalized at France’s Villacoublay air base, is a significant boost for Ukraine as it continues to combat the ongoing Russian invasion.
The letter of intent outlines prospective contracts for the procurement of the Rafale fighter jets, associated weaponry, new generation SAMP-T air defense systems, radar systems, and drones. The French presidency clarified that this accord is not a purchase and sales contract, and the realization of the acquisition is projected to span approximately ten years.
President Zelenskyy, facing recent setbacks including a domestic corruption scandal and increased Russian pressure near Pokrovsk, hailed the agreement as a “historic deal” on social media.
The agreement aims to provide Ukraine with the necessary systems to effectively respond to Russian aggression, according to a French presidential official. France has previously supplied Mirage fighter jets to Kyiv, but this is the first indication of a potential Rafale acquisition.
This visit marks President Zelenskyy’s ninth trip to France since Russia launched its full-scale invasion in February 2022. It comes amidst predictions of a difficult winter for Ukraine as Moscow intensifies its efforts on the battlefield. Recent Russian strikes have resulted in civilian casualties in Kharkiv and Kyiv. The Russian Defense Ministry also reported the capture of three more villages in eastern Ukraine.
Efforts by U.S. President Donald Trump to broker a peace deal remain stalled due to Russia’s refusal to cease hostilities and relinquish territorial demands.
President Zelenskyy recently addressed a corruption scandal within Ukraine’s state-owned energy companies, ordering ministerial resignations and sanctioning a key figure implicated in the scheme.
Before Spain, Zelenskyy had sealed an energy deal with Greece on Sunday, and visited the headquarters of a Ukraine multinational force that France and Britain are preparing in the event an international force is deployed in Ukraine after any ceasefire. The headquarters at Mont Valerien, west of Paris, is where countries from the coalition of the willing organised by France and Britain have sent officers to prepare the force. France says that 34 countries and Ukraine have already offered to take part.
