Kerala Election Officials Consider Special Drives to Boost Voter Enrollment

THIRUVANANTHAPURAM, November 15, 2025 – The Chief Electoral Officer of Kerala, Rathan U. Kelkar, announced on Saturday that polling station-wise special drives might be implemented to ensure complete voter enumeration during the ongoing Special Intensive Revision (SIR) of electoral rolls in the state.

The decision comes after M.K. Rahman of the Congress party suggested organizing these drives during a weekly review meeting with political parties. Kelkar stated that these drives would target individuals who have not received enumeration forms or have not returned them on time.

Kelkar acknowledged that form distribution was slightly behind schedule in urban areas and pledged to intensify efforts with the support of residents’ associations and booth-level agents (BLA) from various political parties.

Furthermore, Kelkar’s office issued a statement clarifying that booth-level officers (BLO) have been instructed to update data on distributed enumeration forms only after confirming actual distribution to voters. This follows concerns raised by political parties regarding potential pressure on BLOs in certain areas to report 100% distribution prematurely. Kelkar stated that Deputy Collectors (Election) and Electoral Registration Officers have not yet encountered such instances.
