Brussels – November 5, 2025: After intense overnight negotiations, the European Union’s 27 member states have reached a crucial agreement on ambitious new emissions-cutting targets, paving the way for a unified EU stance at the upcoming COP30 climate summit in Brazil. The deal, finalized on Wednesday, November 5th, 2025, sets a target of a 90% reduction in greenhouse gas emissions by 2040 compared to 1990 levels.
The agreement was hard-won, requiring significant concessions to win over reluctant nations, particularly Italy, Poland, and Hungary. Key compromises included allowing countries to use international carbon credits to offset up to 10% of their 2040 emissions reduction goals, and delaying the launch of a new EU carbon market for road transport and industrial heating by one year.
The 2040 target acts as a stepping stone towards the EU’s goal of achieving carbon neutrality. The bloc also reached unanimous agreement on its 2035 emissions target, known as a Nationally Determined Contribution (NDC), set between 66.25% and 72.5%. These targets will be presented at the COP30.
Despite criticism from environmental groups regarding the negotiated loopholes, EU officials maintain that the agreement represents a significant step forward in climate action. One EU diplomat defended the compromise, acknowledging that while “not necessarily pretty,” it represents a “good” achievement in the face of complex real-world challenges. This agreement, though complicated, reaffirms the EU’s commitment to climate action on a global scale.
