North Korea and Russia Pledge Deeper Cooperation Amid International Concerns

Moscow, Russia – October 28, 2025 – North Korean Foreign Minister Choe Son Hui met with Russian President Vladimir Putin at the Kremlin on Monday, October 27th, where they discussed “many future projects” aimed at bolstering the bilateral relationship between the two nations, according to North Korean state media KCNA. Ms. Choe also conveyed North Korean leader Kim Jong Un’s “brotherly regard” to Mr. Putin.

The high-level meeting takes place against a backdrop of escalating international apprehension regarding the burgeoning partnership between Pyongyang and Moscow. Western nations have expressed increasing concern that North Korea is supplying Russia with soldiers and artillery for its ongoing war in Ukraine, allegedly in exchange for Russian military technology assistance.

Prior to her meeting with President Putin, Ms. Choe held strategic discussions with her Russian counterpart, Foreign Minister Sergei Lavrov. KCNA reported that the two sides reached a complete consensus on a range of global issues.

During the Lavrov-Choe talks, the North Korean side voiced its support for Russian measures intended to “remove the root of the Ukraine conflict.” In turn, the Russian side expressed its support for North Korean efforts to safeguard its security interests and sovereign rights.

The deepening ties between North Korea and Russia continue to raise alarm bells amongst international observers, fueling speculation about the implications for regional and global security.
