Berlin, Germany – In a move that continues to push the boundaries of artificial intelligence in government, Albanian Prime Minister Edi Rama has announced that the country’s AI-generated minister, “Diella,” is “pregnant” with 83 AI assistants, one for each member of the Socialist Party in parliament. The announcement was made at the Global Dialogue (BGD) in Berlin.
Diella, meaning “Sun,” was appointed in September to oversee Albania’s public procurement system, with the goal of eliminating corruption and increasing transparency. She was originally launched as a virtual assistant on the e-Albania platform, aiding citizens and businesses in accessing state documents. Diella is presented as a woman in traditional Albanian attire, a virtual entity comprised entirely of code and pixels.
Rama explained that these AI assistants, often referred to as “children,” will attend parliamentary sessions, meticulously recording everything that transpires. They will then provide personalized updates and recommendations to individual MPs, ensuring they remain informed and engaged, even when momentarily absent. “If you go for coffee and forget to come back to work, this child will say what was said when you were not in the hall, and will say who you should counter-attack,” Rama stated. He emphasized that the “children” will leverage Diella’s knowledge base to provide insightful advice.
The Prime Minister envisions the system being fully operational by the end of 2026. The project reinforces Albania’s position as a global leader in integrating AI into governance. The country was the first in the world to appoint a non-human government minister.
While the concept of AI ministers and parliamentary assistants raises ethical and operational questions, the Albanian government is committed to this innovative approach to improve governance. The deployment of Diella and her “children” represents a bold experiment in leveraging technology to enhance transparency, efficiency, and accountability in the political sphere.
