WASHINGTON – Kirill Dmitriev, Russian President Vladimir Putin’s special envoy for investment and economic cooperation, downplayed the potential impact of recent U.S. sanctions on Russian oil companies during a visit to Washington on Friday, October 24, 2025.

Speaking on Fox News’ “Special Report,” Dmitriev stated he believes the sanctions will not significantly damage the Russian economy. He argued that a reduction in oil volume sold by Russia would be offset by increased global oil prices. “We do not believe that these sanctions will have significant impact on the Russian economy, because oil prices in the world will rise and Russia will sell just fewer gallons of oil, but at the higher price,” he said.

Dmitriev was in Washington for talks with U.S. officials.
