Lucknow – In a move hailed as a significant step towards administrative efficiency, Uttar Pradesh Chief Minister Yogi Adityanath has approved a substantial increase in the financial powers of Public Works Department (PWD) officers. This reform, the first of its kind in three decades, aims to streamline project execution, reduce bureaucratic delays, and bolster transparency within the department.
Announced on Friday, October 25, 2025, the decision stems from a recent PWD review meeting where officials noted that financial limits were last updated in 1995. With construction costs having surged over 5.5 times since then, according to the Cost Inflation Index, the revision was deemed crucial to improve administrative processes and uphold financial discipline.
“This revision is essential to improve administrative efficiency, ensure timely project execution, and uphold financial discipline,” stated Chief Minister Adityanath in an official release. He emphasized that the reforms would enhance both transparency and accountability in departmental functioning.
Under the revised structure, the financial approval limits for civil works have been increased up to five times. For instance, the Chief Engineer can now approve projects up to ₹10 crores, a significant leap from the previous ₹2 crore limit. Similarly, the Superintending Engineer’s limit has been raised to ₹5 crores, and the Executive Engineer can now approve projects worth up to ₹2 crores.
Beyond the financial adjustments, the meeting also led to key amendments in the Uttar Pradesh Engineer Service (PWD) (Higher) Rules, 1990, restructuring the electrical and mechanical cadres within the department.
