**NIA Charges Four in Grenade Attack on Ex-Punjab Minister’s Residence**
**NEW DELHI, October 5, 2025** – The National Investigation Agency (NIA) has filed a chargesheet against four individuals implicated in the April 7th grenade attack on the residence of former Punjab Minister Manoranjan Kalia. The agency took over the investigation on April 12th and has now formally accused the suspects under stringent anti-terror laws.
The chargesheet names Saidul Ameen of Amroha, Uttar Pradesh, and Abhijot Jangra of Kurukshetra, Haryana, both of whom are in custody. Two others, Kulbir Singh Sidhu of Yamunanagar, Haryana, and Manish aka Kaka Rana of Karnal, Haryana, remain at large.
The NIA has invoked provisions of the Unlawful Activities (Prevention) Act (UAPA), Bharatiya Nyaya Sanhita, and the Explosive Substances Act.
Investigations revealed a conspiracy orchestrated by Kulbir Singh, allegedly an operative of the banned Babbar Khalsa International (BKI), to target prominent leaders in Punjab, spread terror among the public, and extort funds for the banned organization. According to the NIA, Kulbir recruited Manish, who in turn recruited Saidul Ameen to carry out the attack.
“Kulbir had circulated a poster after the attack, claiming responsibility for hatching the conspiracy along with Manish,” stated an NIA spokesperson.
The NIA has issued an Interpol Red Notice for Kulbir Singh, who also has a Rs. 10 lakh reward for information leading to his arrest. He is also implicated in the murder of Vishva Hindu Parishad (VHP) leader Vikas Prabhakar in April 2024, and the NIA has already filed a chargesheet against him in that case.
The investigation is ongoing as authorities continue their search for Kulbir Singh and Manish aka Kaka Rana.
