**South Western Railway Launches Major Cleanliness and Efficiency Campaign**

**HUBBALLI, October 3, 2025 (The Hindu)** – South Western Railway (SWR) has kicked off “Special Campaign 5.0,” a month-long initiative aimed at promoting cleanliness and reducing bureaucratic delays across its operations. Launched on Gandhi Jayanti and running through October 31, the campaign focuses on “Institutionalising Swachhata and Minimising Pendency in Government Offices,” according to an SWR release.

A key focus of the campaign is achieving comprehensive cleanliness across all government offices, field units, and service-delivery points. This includes the scientific disposal of electronic waste, such as old computers and printers, as well as the systematic removal of scrap and redundant materials. The railway aims to maximize revenue through the proper disposal of these items. Cleanliness drives are being conducted at stations, offices, and other public-facing locations.

Beyond cleanliness, SWR is prioritizing the reduction of pending cases. The campaign seeks to expedite the resolution of references from Members of Parliament, state governments, inter-ministerial consultations, Prime Minister’s Office matters, and parliamentary assurances that have been outstanding for over three months. Addressing public grievances and appeals submitted through the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) and other channels is also a central component.

The initiative also emphasizes improved record keeping and space management. This includes reviewing and weeding out unnecessary files, closing electronic files, and enhancing the aesthetic appeal of offices, adhering to guidelines set by the Central Secretariat Manual of Office Procedure (CSMOP), the General Financial Rules (GFR), and the Public Records Act, 1993.

SWR has instructed all field units to prioritize the campaign, which is being closely monitored at the Prime Minister’s Office level. Nodal officers are reporting progress on the Department of Administrative Reforms and Public Grievances (DARPG) monitoring portal.
