Maale Adumim, Occupied West Bank – Israeli Prime Minister Benjamin Netanyahu has signed an agreement to advance a controversial settlement expansion plan known as “E1” in the occupied West Bank, a move critics say effectively eliminates the possibility of a future independent Palestinian state.

The project, which includes the construction of 3,400 new homes in Maale Adumim, aims to link existing Israeli settlements east of Jerusalem while severing territorial contiguity between the West Bank and East Jerusalem, the Palestinians’ envisioned capital.

“We are going to fulfil our promise that there will be no Palestinian state. This place belongs to us,” Netanyahu declared at a signing ceremony on Thursday, vowing to “double the city’s population.”

The move has sparked immediate and widespread condemnation, with Palestinian Authority spokesperson Nabil Abu Rudeineh accusing Netanyahu of “pushing the entire region towards the abyss.” He reiterated that a Palestinian state with East Jerusalem as its capital is “inevitable” and called on nations yet to recognize Palestine to do so immediately.

All Israeli settlements in the West Bank are considered illegal under international law. Critics argue the E1 project is particularly damaging, making a viable two-state solution virtually impossible. Hamdah Salhut, reporting for Al Jazeera, noted the expansion “destroys any territorial continuity from the West Bank to East Jerusalem, further dismantling any possibility that there could be a Palestinian state in the future.”

The international community has voiced strong opposition. In September 2024, the UN General Assembly demanded Israel end its presence in the West Bank. An International Court of Justice advisory opinion declared Israel’s continued presence unlawful and called for the cessation of settlement activity. Despite this, Netanyahu dismissed the opinion as “lies.”

Recently, 21 countries, including the United Kingdom, Australia, and Japan, condemned the E1 plan. Germany announced support for a France-led proposal for a two-state solution and a UN resolution adopting the New York Declaration, which calls for the creation of a Palestinian state. Belgium, France, and Malta have pledged to recognize a Palestinian state at the UN General Assembly session this month.

The announcement comes amid escalating violence in the region. A recent shooting attack in Jerusalem left six dead, prompting Israeli forces to conduct raids and demolitions in the West Bank. In Gaza, where Israel’s war has killed at least 64,656 people, Netanyahu continues to advocate for “voluntary migration,” raising concerns of forced displacement.
