**Delhi Government to Table Bill Regulating Private School Fee Hikes, Aiming for Paperless Assembly**
**New Delhi – August 2, 2025** – The Delhi government, led by Chief Minister Rekha Gupta, announced today that it will introduce a bill to regulate fee hikes by private schools during the upcoming Monsoon Session of the Delhi Legislative Assembly, beginning August 4th.
The bill, based on an ordinance approved by the Cabinet on April 29th, aims to curb arbitrary fee increases by private schools through a system of escalating penalties. First-time offenders will face fines ranging from ₹1 lakh to ₹5 lakh. Repeat violations will attract penalties ranging from ₹2 lakh to ₹10 lakh. Schools that fail to refund overcharged fees within a specified timeframe will see their fines progressively increase after 20, 40 days and so on. Further repeated violations could result in school officials being banned from holding management positions and losing the right to propose future fee revisions.
“The Delhi government will table the education bill to regulate fee hike by private schools in the Monsoon session of Assembly,” Chief Minister Gupta stated during a press conference.
In addition to tackling school fees, Chief Minister Gupta announced the adoption of a paperless e-Vidhan Sabha (Legislative Assembly). “It is a matter of happiness that the Delhi Legislative Assembly will now be paperless,” she stated, adding that the Assembly is now entirely powered by solar energy, solidifying its status as a model Legislative Assembly. The Delhi Secretariat is also on track to become paperless, reflecting the government’s commitment to digital and sustainable governance.
“We are taking policy decisions to make Delhi developed,” Gupta concluded.
The Monsoon Session will be the third session of the Delhi Assembly under the Gupta administration.
