**New Delhi, July 18, 2025** – India has stated its opposition to unilateral sanctions following the European Union’s (EU) announcement of a new package of punitive measures against Russia, specifically targeting its energy sector. The EU’s sanctions package, the 18th since the start of the conflict in Ukraine, includes an import ban on refined petroleum products made from Russian crude oil and specifically names India’s Vadinar Refinery, in which Russian energy firm Rosneft holds a significant stake.
Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal emphasized that India “does not subscribe to any unilateral sanction measures.” He affirmed India’s commitment to its legal obligations as a responsible actor on the global stage.
The MEA spokesperson underscored the Indian government’s view of energy security as a paramount responsibility to meet the needs of its citizens. He stated, “The government of India considers the provision of energy security a responsibility of paramount importance to meet the basic needs of its citizens,” and added a pointed remark that “there should be no double standards, especially when it comes to energy trade.”
The EU’s foreign policy chief, Kaja Kallas, stated on social media that the sanctions were among the strongest yet imposed against Russia, including a lower oil price cap and measures targeting additional “shadow fleet” ships.
The Indian government’s response suggests a continued commitment to its energy interests and a cautious approach to international sanctions, particularly those with potential impacts on its own economy and energy security.
