Mon Jul 14 03:20:00 UTC 2025: ## IRS Continues Tax Refund Rollout Through July 2025; Some States Offer Additional Relief

**Washington D.C. -** The Internal Revenue Service (IRS) is continuing to process and distribute tax refunds through late July 2025, according to recent agency data. Taxpayers who filed paper returns near the deadline, particularly between May 16-31, can expect to receive their refunds between July 11-25. Electronic filers who submitted returns in early July are also now seeing refunds arrive, aligning with the typical 21-day processing window.

The average federal refund for fiscal year 2025 has reached $2,939, a moderate increase from the $2,869 average in 2024. This rise is attributed to adjusted withholdings, tax law modifications, and an increase in taxpayers claiming credits like the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC).

However, taxpayers may experience delays due to documentation errors, identity verification issues, or ongoing IRS operational limitations. “Budget cuts and staffing shortages” continue to strain the agency’s processing capacity, according to IRS sources.

**State-Specific Updates:**

* **North Carolina:** The North Carolina Department of Revenue (NCDOR) is experiencing delays in issuing paper refund checks due to the abrupt closure of its printing vendor on June 16. Electronic filers choosing direct deposit are not affected.
* **Georgia:** The Georgia Department of Revenue began distributing surplus refunds in June under House Bill 112. Eligible taxpayers who filed their 2023-2024 returns before May 1, 2025 (or October 15 with extensions) will receive payments of $250 for single filers and $500 for joint filers. While distributions began last month, some payments are still being processed and will arrive in July.

**Other States:** Standard tax refund processing continues in California, New Jersey, and South Carolina.

**Checking Your Refund Status:**

Taxpayers awaiting their refunds should first check the status online using the “Where’s My Refund?” tool on IRS.gov or the IRS2Go app. If the tool indicates the refund has been issued but it hasn’t arrived within 5 mailing days, taxpayers can call the IRS refund hotline at 800-829-1954 (individuals) or 800-829-4933 (businesses). For lost or stolen checks, taxpayers may need to submit Form 3911.
For unresolved cases, contact the Taxpayer Advocate Service at 877-777-4778.
