**AUSTIN, Texas** – Hundreds of Texas parents have experienced significant delays in receiving child support payments in recent weeks, not due to non-payment from the other parent, but due to a system update within the Texas Attorney General’s (AG) office.

Karmen Palacios, a mother from Livingston, told ABC13 that her payments, typically routed through the AG’s office, ceased a month ago after an initial notification of a one-week maintenance period. The delays sparked widespread frustration, with numerous parents taking to social media to voice their concerns.

ABC13’s efforts to reach the AG’s office for comment were initially met with long wait times and virtual chat system unavailability. After multiple attempts, the news outlet received a statement from a spokesperson confirming the implementation of a new system, dubbed “ChAMP” (Children Are My Priority), designed to modernize case management and customer service.

According to the AG’s office, the new system launched last month and has since processed over 1.5 million payments, totaling more than $288 million. However, AG data shows previous monthly distribution amounts in 2020 were around $400 million.

Palacios confirmed receiving her delayed payment, expressing relief that she could now purchase essential groceries for her child.

Despite the AG’s office promoting the new system as an improvement, many parents are still experiencing issues. The spokesperson advised those still awaiting payments to call the Child Support Division at 1-800-252-8014, a number that ABC13 previously found inaccessible due to high call volume.

The statement from the Attorney General’s office reads: “The OAG has successfully launched the ChAMP-short for Children Are My Priority-case management and customer service system to upgrade legacy infrastructure with a secure, cloud-based solution that improves efficiency, streamlines case processing, and enhances customer experience for Texas families. Since the launch of the new system last month, the OAG Child Support Division has disbursed over 1.5 million child support payments totaling more than $288 million to Texas families. Attorney General Paxton and the OAG will continue to prioritize innovation that ensures Texas children are supported and that families who rely on child support services receive payments quickly and efficiently. Parents experiencing ongoing payment issues are urged to contact the Child Support Division, although access to assistance may be limited due to high demand.
