**BHUBANESWAR, June 22, 2025** – The Odisha government is set to revolutionize primary education with the launch of the Godabarish Mishra Adarsha Prathamik Vidyalaya (GMAPV) scheme. Announced by Chief Minister Mohan Majhi in the presence of Prime Minister Narendra Modi, the initiative aims to establish high-quality model schools in each of the state’s 6,794 panchayats.

The scheme, named after freedom fighter and educationist Goadabarish Mishra, is a direct response to the challenges plaguing existing village schools. These include inadequate learning environments, teacher absenteeism, and students’ inability to meet basic learning outcomes. With an investment of ₹11,939.41 crore over five years (2024-25 to 2028-29), the GMAPV scheme promises a significant upgrade to primary education infrastructure and quality.

“To reform the primary education system in the State, under GMAPV, suitable sites are being identified and detailed project reports are being prepared for setting up schools in various panchayats starting from the current financial year,” stated Chief Minister Majhi.

These model schools, requiring a minimum of five acres of land each, will offer modern facilities including well-equipped classrooms, science and mathematics corners, herbal gardens, indoor sports facilities, open gyms, and libraries.
