**New Delhi, May 9, 2025** – India has presented compelling evidence of Pakistan’s continued support for multiple UN-designated terrorist organizations in the aftermath of the Pahalgam terror attack and Operation Sindoor. Foreign Secretary Vikram Misri revealed a photograph at a press conference showing U.S.-designated terrorist Abdur Rauf leading prayers for those killed in strikes on the Lashkar-e-Toiba (LeT) headquarters. The image, along with video footage, depicts Rauf receiving what India described as “state honors” from Pakistani military officials.
The evidence implicates not only the LeT and its fundraising wing, Falah-i-Insaniyat Foundation (FIF), but also the Jaish-e-Mohammad (JeM), whose operational commander, Abdul Rauf Azhar (killed in the strikes), was responsible for the 1999 IC-814 hijacking. Mr. Misri highlighted the hypocrisy of Pakistan bestowing state funerals on terrorists, emphasizing that the individuals killed in the strikes were terrorists, not civilians. He noted that while Pakistan claims to be combating terrorism, its actions send a contradictory message.
India also highlighted Pakistan’s link to The Resistance Front (TRF), which claimed responsibility for the Pahalgam attack before retracting the claim. Mr. Misri pointed out that Pakistan deliberately omitted TRF from a recent UN Security Council resolution, despite India’s repeated reports of the group’s activities. Furthermore, the Pakistani Deputy Prime Minister and Foreign Minister admitted to watering down the UNSC draft to remove references to TRF.
Opposition parties in India have called for stronger action, urging the U.S. to designate TRF as a Foreign Terrorist Organization and for Pakistan to be placed back on the Financial Action Task Force’s grey list due to its blatant disregard for sanctions against designated terrorists. India intends to push for the UNSC to officially designate TRF as a terrorist group.
