Bengaluru, May 9, 2025 – The Karnataka High Court has ruled against the state government’s directive to district commissioners to inspect nursing institutes within their jurisdictions. The court, in a decision handed down yesterday, stated that only specialized bodies – the Rajiv Gandhi University of Health Sciences (RGUHS), the Indian Nursing Council (INC), and the Karnataka Nursing Council (KNC) – possess the legal authority to conduct such inspections.
The ruling came in response to petitions filed by the Karnataka State Association of the Management of Nursing and Allied Health Science Institutions. While acknowledging the government’s intention to protect students and parents, the court emphasized the legal limitations on the deputy commissioners’ powers. The court’s decision follows instructions issued by the Medical Education Minister in November 2024, based on complaints received regarding nursing institutes.
To improve transparency and accessibility, the court has ordered the RGUHS, INC, and KNC to establish a web portal. This portal will host comprehensive inspection reports, including details on infrastructure, licenses, sanctions, and any ongoing litigation or complaints against each institute. The portal will also facilitate online grievance submissions from students, parents, and faculty.
