**Bengaluru, May 8, 2025** – Concerns are mounting over the Karnataka government’s decision to appoint M. Maheshwar Rao, Managing Director of Bangalore Metro Rail Corporation Limited (BMRCL), as the additional Chief Commissioner of the Bruhat Bengaluru Mahanagara Palike (BBMP). Activists argue that this dual role will severely hinder the city’s crucial infrastructure development.
Mr. Rao’s concurrent responsibilities come at a critical juncture. The BMRCL is preparing for the imminent opening of the Yellow Line metro, while the BBMP is undergoing major structural reforms under the Greater Bengaluru Governance Bill, 2024. Critics, including railway and urban mobility activist K. N. Krishna Prasad, contend that both positions demand full-time commitment. They warn that the divided attention will lead to coordination issues, reduced accountability, and ultimately, harm the public interest.
The timing of the appointment has exacerbated public criticism. Delays in BMRCL’s Yellow Line, due to factors like coach procurement, are adding to the concerns. The situation echoes a previous instance where a former BMRCL MD held a concurrent role in the Rural Development and Panchayat Raj Department. Tech professional Shashank Rao expressed frustration, stating that the government’s actions demonstrate a lack of clarity and continuity, leaving citizens to bear the brunt of inefficiencies.
Further adding to the concerns is the ongoing lack of a full-time Managing Director for the Rail Infrastructure Development Company (Karnataka) Limited (K-RIDE), responsible for the ₹15,767 crore Bengaluru Suburban Rail Project. Despite Railway Minister Ashwini Vaishnaw’s March call for a full-time appointment, the project remains under the supervision of a part-time MD. This situation highlights a broader pattern of what activists see as neglect towards critical infrastructure management in Bengaluru.
