**Balaghat, Madhya Pradesh, May 6, 2025** – A remote village in Madhya Pradesh, Duglai, is undergoing a rapid infrastructure transformation following a gang rape of four women, including three minors, last month. The incident, which occurred on April 23rd, has sparked outrage and prompted authorities to expedite development projects previously stalled in the Maoist-affected region.

For decades, Duglai lacked basic amenities like electricity and road connectivity. While the administration claims the current improvements are part of pre-existing schemes like the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) and the Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA), many villagers believe the sudden surge in activity is a direct response to the gang rape.

Seven men have been arrested in connection with the assault. The victims, who are staying in a state-run shelter, have bravely pursued justice despite pressure from the accused’s families to settle the matter.

The swift action has, however, drawn criticism. Former MP Kankar Munjare condemned the “hurried” development as an “insult” to the survivors, questioning whether such drastic measures are only taken following violent crimes. Balaghat Collector Mrunal Meena, however, denied any link between the rape and the infrastructure push, citing pre-existing plans to electrify 200 villages.

The incident highlights the deep-seated challenges faced by marginalized communities in remote areas, where a lack of infrastructure and persistent influence of Maoist groups contribute to vulnerability and a lack of access to justice.
