**Srinagar, May 1, 2025** – Dr. Syed Ghulam Nabi Fai, a 76-year-old Washington-based Kashmiri activist and head of the World Kashmir Awareness Forum, has been declared a “proclaimed offender” by a court in Budgam, Indian-administered Kashmir. The declaration, made on Thursday under the Unlawful Activities (Prevention) Act (UAPA), follows a 2020 FIR filed by the J&K Police.
Fai, a US citizen and former associate of Kashmiri separatist leaders, is accused of evading arrest and obstructing legal proceedings. Authorities allege he has been concealing himself in the US. The court granted him 30 days to surrender. Fai, who founded the Kashmiri American Council, has a history of lobbying US politicians on behalf of Kashmiri separatists. He is considered a significant figure in Kashmiri activism, with connections to both Republican and Democrat leadership in the US. The case against Fai is being handled by a Special Judge of the National Investigation Agency (NIA) Court.
