**United Nations, April 30, 2025** – UN Secretary-General António Guterres has expressed deep concern over the escalating tensions between India and Pakistan following a deadly terrorist attack in Kashmir on April 22nd. The attack, which killed 26 people, mostly tourists, is the deadliest in the region since the 2019 Pulwama attack.
In response, India has downgraded diplomatic ties with Pakistan, expelled Pakistani military attaches, suspended the 1960 Indus Water Treaty, and closed the Attari land-transit post.
Mr. Guterres, in a statement released Monday, urged both governments to exercise maximum restraint and avoid further escalation. He reaffirmed his belief in peaceful resolution through dialogue and stated that he is closely monitoring the situation.
While the UN Military Observer Group in India and Pakistan (UNMOGIP) has no presence in the area of the attack and continues its existing mandate, the UN chief reiterated his solidarity with the victims’ families and stressed the importance of accountability and justice. India maintains that UNMOGIP is no longer relevant following the Simla Agreement.
The UN Security Council last week condemned the attack in the strongest terms, demanding accountability for those responsible. Mr. Guterres’s office stated that he stands ready to support any de-escalation initiatives acceptable to both India and Pakistan.
