Wed Apr 30 13:12:13 UTC 2025: ## Telangana to Upgrade 18,000+ Kilometers of Rural Roads Under Hybrid Annuity Model

**Hyderabad, April 30, 2025** – The Telangana government is set to embark on an ambitious project to upgrade and expand over 18,000 kilometers of rural roads across the state. The initiative, utilizing the Hybrid Annuity Model (HAM), will involve the development of 18,484 kilometers of Panchayat Raj (PR) roads and 12,000 kilometers of Roads and Buildings (R&B) roads in three phases.

The project has already completed surveys for approximately 4,000 kilometers of rural roads across nine districts. The Panchayat Raj Engineering Department is leading the implementation, with Minister Dhanasari Anasuya (Seethakka) overseeing the project’s progress. A consortium of AARVEE Associates and LEA Associates has been appointed to conduct detailed feasibility studies, with district-wide assessments commencing within two days.

The project is scheduled for completion in three phases: Phase I (7,393 km) starting in January 2026, Phase II (5,545.20 km) in March 2026, and Phase III (5,545.80 km) in June 2026. The HAM model will see private contractors sharing project costs and undertaking 15-year maintenance responsibilities. Minister Seethakka has emphasized the importance of timely completion, with a special officer appointed to monitor progress. Funding will be finalized after the State Cabinet approves the detailed project reports (DPRs). This significant infrastructure project aims to improve road connectivity from village panchayats to the state capital.
