**Chennai, Tamil Nadu –** The Tamil Nadu government has announced plans to remove the term “colony,” often used as a derogatory slur to denote Dalit (Scheduled Caste) neighborhoods, from official documents and public use. Chief Minister M.K. Stalin made the announcement in the Legislative Assembly on Tuesday.

While the move is lauded by some as a positive step towards addressing caste-based discrimination, Dalit activists and historians express reservations about its effectiveness. They argue that the government has a history of failing to implement similar policies aimed at removing caste signifiers. The word, originally associated with colonial exploitation, has become intrinsically linked to the segregation of Dalit communities from the main villages, often relegated to separate areas referred to as “colonies.”

Viduthalai Chiruthaigal Katchi general secretary D. Ravikumar welcomed the announcement but stressed the importance of a strong Government Order to ensure implementation. Historian Stalin Rajangam pointed out the term’s differing connotations in urban and rural settings, questioning whether the initiative is merely symbolic, akin to Dravidian identity politics without addressing deeper systemic issues. He also questioned the lack of similar efforts to rename neighborhoods named after dominant castes.

Previous attempts to remove caste names from street signs and official records, dating back to 1978, have proved largely ineffective. Mr. Ravikumar highlights the continued presence of caste names in official documents like Aadhaar cards and passports, facilitating easy identification of individuals’ caste.

Despite economic and educational progress made by Dalits in Tamil Nadu, caste-based violence and discrimination persist. The rise in crimes against SCs and Scheduled Tribes between 2000 and 2022 underscores the need for comprehensive solutions beyond symbolic gestures. Activists argue that addressing issues such as violence against inter-caste couples is crucial alongside the removal of the word “colony.” The effectiveness of this initiative, therefore, remains to be seen.
