**Bengaluru, India (April 30, 2025)** — Bengaluru’s solid waste management is undergoing a significant overhaul. The Bengaluru Solid Waste Management Limited (BSWML) will assume responsibility for door-to-door collection and the entire integrated system across all newly formed corporations within Greater Bengaluru. This centralized approach mirrors the city’s water and sewerage management model, currently overseen by the Bangalore Water Supply and Sewerage Board (BWSSB).
The restructuring follows the establishment of the Greater Bengaluru Authority (GBA) and the planned division of the Bruhat Bengaluru Mahanagara Palike (BBMP) into multiple corporations (likely between three and five). While the exact number and boundaries are still being finalized, no new waste management tenders will be issued until this process is complete.
BSWML will directly manage contractors and payments for waste collection, transportation, and processing. However, the new corporations will retain responsibility for paying the salaries of sanitation workers (“poura karmikas”). The current user fee for waste collection, bundled with property tax, will continue, with revenue channeled to an escrow account managed by BSWML. This revenue, currently estimated at ₹750 crore, is expected to increase and will be crucial for funding waste management operations.
The restructuring is not without controversy. Civil society groups are preparing to challenge the constitutional validity of the Greater Bengaluru Governance Act, 2024, in court, raising concerns about the broader implications of the changes.
