Washington, D.C. – U.S. Secretary of State Marco Rubio will oversee the signing of an agreement between the Democratic Republic of Congo (DRC) and Rwanda on Friday, following a surprise truce announcement. The agreement, a declaration of principles, will be signed with the DRC and Rwandan foreign ministers.
The truce comes after months of intense fighting between the DRC army and the M23 rebel group, which has seen thousands killed and significant territorial gains by the M23.
