**NEW DELHI, April 18, 2025** – The European Union Naval Force (EUNAVFOR) Operation ATALANTA and the Indian Navy are planning a joint naval exercise in late May to enhance cooperation in counter-piracy efforts in the Indian Ocean. This was announced by Vice Admiral Ignacio Villanueva Serrano, Operation Commander of EUNAVFOR, during his visit to India this week.
Admiral Serrano’s visit aimed to strengthen coordination between the two naval forces to maintain maritime security in the region. The upcoming exercise will go beyond routine Passage Exercises (PASSEX), focusing on advanced counter-piracy tactics, maneuvers, and communications. Both sides share the goal of keeping the Indian Ocean “free, open, sustainable, and inclusive.”
While acknowledging a recent decrease in piracy incidents near the Horn of Africa, attributed in part to successful anti-piracy operations that can respond within 48-72 hours, Admiral Serrano stressed that the threat persists. He cited the successful joint response to the hijacking of the MV Ruen as an example of effective coordination between the Indian and EU navies. Last year alone, joint efforts led to the apprehension of 70 suspected pirates, with the Indian Navy accounting for 44.
Admiral Serrano also commented on the Chinese Navy’s presence in the region, describing encounters at sea as “professional.” He highlighted the vastness of the Indian Ocean as a major challenge, emphasizing the need for strong international cooperation and partnerships to maintain regional security. The EU, he affirmed, is committed to a long-term partnership in securing the region.
