**New Delhi, April 18, 2025** – India has escalated its dispute with the United States over tariffs imposed on steel and aluminum imports, requesting consultations with the World Trade Organization (WTO). India argues that the 25% and 10% tariffs, imposed in 2018 and revised this year, are essentially safeguard measures, despite the U.S. claiming they are justified on national security grounds under Section 232.

The U.S. has rejected India’s request for consultations under the WTO’s Safeguards Agreement, asserting that the tariffs are not safeguard measures and are instead implemented under its national security statute. The U.S. maintains that the tariffs, which remain in effect with unlimited duration, fall under the security exception allowed by the General Agreement on Tariffs and Trade (GATT) 1994.

India contends that the U.S. failed to properly notify the WTO of its decision to apply these tariffs under the Agreement on Safeguards. While the U.S. has dismissed India’s request, it has expressed openness to discussing the issue further. The dispute highlights ongoing tensions between the two countries regarding international trade practices.
