**New Delhi, April 17, 2025** – A new report, the India Justice Report 2025, has revealed a severe crisis in India’s prison system, characterized by extreme overcrowding and critical shortages of medical and mental health professionals. With a national average occupancy rate exceeding 131%, Indian jails are struggling to cope with a burgeoning inmate population projected to reach 6.8 lakh by 2030, far outpacing the anticipated growth in prison capacity to 5.15 lakh.

The report, titled ‘The State of Public Health in India’s Prisons’, highlights a critical lack of healthcare staff. The nation has only 25 psychologists to serve the entire prison population, a stark contrast to the rising number of inmates with mental illnesses, which increased from 4,470 in 2012 to 9,084 in 2022. Medical officer vacancies stand at a concerning 43%, with the current prisoner-to-doctor ratio far exceeding the recommended benchmark of 300:1. The report further notes a complete absence of readily available data regarding prisoners entering jail with disabilities or those who acquire them while incarcerated.

Overcrowding is identified as a significant factor contributing to the spread of communicable diseases. The report details a substantial increase in prison populations between 2012 and 2022, with the national occupancy rate rising from 112% to 131%. States like Maharashtra saw a particularly drastic increase, from 99% occupancy in 2012 to 161% in 2022. The report underscores that the 27% increase in prison capacity during this period has been insufficient to meet the growing demand.

The lack of mental health professionals is equally alarming. As of 2022, no state or union territory met the recommended ratio of one psychologist or psychiatrist per 500 inmates. Despite 69 sanctioned posts for these professionals nationwide, less than half were filled, leaving only 25 serving a population of 5.7 lakh inmates.
