Chennai, April 16, 2025 – Tamil Nadu Chief Minister M.K. Stalin introduced two landmark bills in the Legislative Assembly today, aiming to ensure the nomination of persons with disabilities (PwDs) to local bodies across the state. These bills amend the Tamil Nadu Urban Local Bodies Act, 1998, and the Tamil Nadu Panchayats Act, 1994, to mandate representation.

The move follows a February announcement by the Chief Minister promising legislation to address the underrepresentation of PwDs in local governance. Currently, only 35 PwDs hold elected positions in urban local bodies. The new legislation aims to significantly increase this number, adding approximately 650 in urban areas and over 13,000 in rural areas.

Mr. Stalin emphasized the importance of amplifying the voices of PwDs in local decision-making. He highlighted the significant increase in the state budget allocation for PwD welfare, from ₹667 crore to ₹1,432 crore in the current fiscal year, representing a doubling of funds. He also pointed to the success of a 4% reservation policy for PwDs in government jobs, resulting in 1,493 appointments over the last four years.

The Chief Minister expressed pride in introducing these bills, drawing parallels to his earlier work securing internal reservation for Arunthathiyars. He framed the legislation as a crucial step towards the state’s commitment to social justice, ensuring “everything for everyone.” The bills are expected to provide equal opportunities and special rights for PwDs in local governance.
