**Khartoum/London** – Sudan’s Rapid Support Forces (RSF) paramilitary group has declared a rival government, escalating the ongoing conflict that has ravaged the nation for two years. The move, announced Tuesday by RSF leader Mohamed Hamdan Dagalo (“Hemedti”), establishes the “Government of Peace and Unity” in areas under RSF control, directly challenging the army-led administration of General Abdel Fattah al-Burhan. This announcement comes as the United States sharply criticized the RSF for alleged attacks on civilians in Darfur.
The RSF’s declaration follows a February agreement in Nairobi outlining the intention to form an alternative authority. Dagalo stated that the new government is based on a transitional constitution aiming for a 15-member presidential council. Experts warn this action could lead to the de facto partition of Sudan, further exacerbating the already dire humanitarian situation. The conflict, which began in April 2023, has displaced nearly 13 million people and triggered what the UN terms the world’s worst humanitarian crisis.
The US State Department expressed deep alarm over reports of RSF attacks targeting civilians and humanitarian workers in Zamzam and Abu Shouk camps in North Darfur, resulting in at least 300 deaths, according to the UN. Meanwhile, an international donor conference in London, co-chaired by the UK and the EU, pledged over $750 million in aid to address the worsening humanitarian crisis. The UK Home Secretary, David Lammy, stressed the need for diplomacy and a sustainable solution to prevent further escalation and partition. Sudan’s military-aligned government criticized the conference for excluding representatives from both warring factions.
