**Chennai, Tamil Nadu, April 12, 2025** – After years of delays and debate, Chennai is poised to finally address its critical need for enhanced air connectivity with the construction of a new, state-of-the-art airport in Parandur. The ambitious project, however, faces significant hurdles, sparking protests and raising concerns about environmental impact and social justice.

Three years after the Tamil Nadu government selected Parandur in Kancheepuram district as the site, the project is moving forward. The planned four-phase airport will boast three midfield terminals, two parallel runways, and a capacity of 100 million passengers annually. Phase one, costing ₹11,445.54 crore (approximately $1.4 billion USD), is slated to begin in early 2026, with full operation anticipated by late 2028 or early 2029.

While the project has received broad approval from key stakeholders, including the Ministry of Civil Aviation (MoCA), several concerns remain. The Directorate-General of Civil Aviation (DGCA) has highlighted the need to address potential obstructions and the risk of waterlogging in the flood-prone area. Compensation negotiations with the Airports Authority of India (AAI) are also ongoing, due to the Parandur site’s proximity to the existing Meenambakkam airport. Environmental impact assessments are underway, with the final clearance expected by the end of 2025.

The project has ignited fierce opposition from residents of 13 villages, who have protested for over 950 days against land acquisition. They fear displacement and the destruction of their livelihoods. Environmental groups also raise concerns about the potential damage to wetlands and the lack of transparency surrounding a crucial hydrogeological report. They propose alternative solutions, such as utilizing land owned by the Defence Ministry or expanding the existing airport through a satellite terminal.

The location of the new airport, 70 km from central Chennai, poses a logistical challenge. The success of the project hinges on the development of efficient transport links, including expressways and a Metro Rail extension, currently in the planning stages. Without seamless connectivity, the convenience factor of the new airport could be significantly diminished.

The Parandur airport represents a substantial investment in Tamil Nadu’s infrastructure, promising economic growth and a revitalized role in global aviation. However, the government must carefully address the environmental and social concerns to ensure the project’s long-term sustainability and acceptance. Failure to do so risks transforming the project from a landmark achievement into a contentious chapter in the state’s history.
