**New Delhi, April 11, 2025** – Tahawwur Hussain Rana, a Pakistani national and Canadian citizen accused of playing a significant role in the 2008 Mumbai terror attacks, has been extradited to India by the United States. The handover, which took place on Tuesday, marks a significant victory for India’s counter-terrorism efforts and brings closer the possibility of justice for the victims, including six Americans and 160 others killed in the attacks.
Rana, a childhood friend and associate of Lashkar-e-Taiba operative David Headley, was arrested in the U.S. in 2009. While acquitted in the U.S. trial concerning the Mumbai attacks themselves, he was convicted on charges related to his LeT links and a separate plot to attack a Copenhagen newspaper. He served part of a 14-year sentence before his extradition. U.S. prosecutors allege Rana aided Headley’s reconnaissance efforts in Mumbai and facilitated his multiple entries into India, even after the attacks.
The extradition, seventeen years after the attacks, is a testament to the strong India-U.S. counter-terrorism cooperation and the perseverance of Indian investigators. Rana will now face trial in India on charges including conspiracy, murder, and commission of a terrorist act. His testimony is expected to provide valuable insights into the planning and execution of the attacks and further illuminate Pakistan’s alleged involvement. The only other surviving attacker, Ajmal Kasab, was convicted and executed in 2012.
The U.S. Marshals Service, the Department of Justice’s Office of International Affairs, and the FBI’s Legal Attaché Office in New Delhi all collaborated on the extradition process.
