**Mumbai, India** – Testimony from David Coleman Headley, a key figure in the 2008 Mumbai terror attacks, has further solidified the role of Tahawwur Rana in the conspiracy. Headley, appearing via video conference from an undisclosed US location in 2016, detailed Rana’s crucial support for the attacks during his deposition in a Mumbai court.
Headley, who conducted extensive reconnaissance of Mumbai targets, revealed that he maintained constant contact with Rana and obtained his permission to establish a Mumbai business office as a cover for his activities. According to the National Investigation Agency chargesheet, Rana provided logistical, financial, and other support to Headley and other conspirators.
While Rana was convicted in the US for his ties to Lashkar-e-Taiba, the group responsible for the attacks, and for plotting an attack on a Danish newspaper, he was acquitted on charges related to the 26/11 Mumbai attacks. However, Headley’s testimony leaves no doubt about Rana’s involvement, corroborating information already revealed during the Chicago trial. The testimony highlighted Rana’s assistance in obtaining visas and providing documentation to support Headley’s cover story.
Headley’s account, which included details of his meetings with Lashkar-e-Taiba leaders, including Hafiz Saeed and Zaki-ur-Rehman Lakhvi, and ISI officers, painted a comprehensive picture of the planning and execution of the attacks. He described conducting multiple reconnaissance trips to Mumbai, even befriending Bollywood stars as part of his disguise. He also confirmed that the Mumbai attack was preceded by failed attempts in September and October of 2008.
The deposition took place during the trial of Abu Jundal, alleged to have coordinated the attacks from Karachi. Headley’s testimony further strengthens the case against those involved in the attacks, which resulted in over 160 deaths and hundreds of injuries.
While India seeks Headley’s extradition, a US court has ruled against it due to his plea agreement. However, the continued focus on Headley’s testimony and its impact on the prosecution of other individuals involved underscores the ongoing efforts to bring those responsible for the 26/11 attacks to justice.
