**Tallinn, Estonia –** Estonia has implemented a constitutional amendment barring non-EU citizens from participating in local elections, a move primarily affecting the country’s sizable Russian minority. The law, signed Wednesday by President Alar Karis, follows a March 26th parliamentary vote overwhelmingly in favor of the change.
The Estonian government cited concerns about national security, heightened since Russia’s 2022 invasion of Ukraine, as justification for the ban. Approximately 80,000 Russian residents will be impacted. While the President’s office emphasized that this does not equate to societal exclusion, the decision has raised concerns about potential discrimination.
Permanent residents in Estonia previously held the right to vote in local elections, though not in parliamentary elections. This change further strains already tense relations between Estonia and Russia, mirroring similar challenges faced by Lithuania and Latvia, the other Baltic states. All three nations, members of both the EU and NATO, are strong supporters of Ukraine. The large Russian-speaking populations in these countries have sometimes clashed with their respective governments, fueling anxieties about potential Russian interference. Estonia’s Russian-speaking population largely stems from immigration during the Soviet era, many of whom have not obtained citizenship due to a lack of Estonian family ties and language proficiency requirements.
